My personal theory on it is that there was a subconscious part of her that was still good, so she was unknowingly sabotaging herself in regards anything actually lethal.

I dunno, I kinda like the thought that if they actually fought, Luna could beat Celestia, even though Celestia's technically more powerful. Like, they have a black mage/white mage thing going.

And the evidence suggests it. We've seen Celestia really use her magic only a couple of times; one, dispelling Twilight's want--it-need-it spell; second, a protective spell on the room with the elements of harmony (that Discord broke), and third with Chrysalis (when she got her ass handed to her). Luna, on the other hand, tosses lightning around, manipulates the weather without even seeming to think about it, shapeshifts easily, and can transform inanimate objects into an army that obeys her will.

It's also possible that Celestia's secretly gotten old, or drained from ruling equestria alone for too long.
