In the Halloween episode, Luna explicitly stated that Twilight and her friends took away her dark powers. Luna continues to use magic that 'appears' dark and spooky, but because of her previous statement cannot be considered true 'dark powers'.

Her magic is also the same colour as NMM's, despite NMM's powers being Actual dark powers. Thus the colour or appearance of magic has no bearing on whether it can be considered dark or evil. Thus Celestia making her eyes go black and green is just a display, there is no evidence to support the assumption that she was using 'dark powers'.

Yes, that is exactly what I'm saying. But you are confusing character portrait with the character play in the story. Character portrait itself can be (should be) consistent while still being developed, but the thing you were talking about:

has nothing to do with character (it MUST be the same, otherwise it is a different character), it is the storyline they interact with. If you repeat the same story arc or scenes/ideas ofc it will be boring. Good character can't be boring by definition - only if you play him badly or wrong.
