The way I see it, the brothers could have just bought the apples and produced their own cider. Apple family gets their fair share of the profits from apple sales, the brothers make enough cider for the town. However, when it came down to it, they were more interested in creating a stranglehold on cider business in ponyville, so much so that they were willing to sacrifice the product quality in order to achieve their goals.
