There original offer was to go into business together, where they would take a higher cut of the profits since they pretty much had the upper hand on increasing production. However, such a move would have reduced the Apple family profits, so they had to decline. The brothers then attempted to run the Apple out of business. However, they didn't have the apples thus leading to the inevitable cider challenge.
The way I see it, the brothers could have just bought the apples and produced their own cider. Apple family gets their fair share of the profits from apple sales, the brothers make enough cider for the town. However, when it came down to it, they were more interested in creating a stranglehold on cider business in ponyville, so much so that they were willing to sacrifice the product quality in order to achieve their goals.
