She seems like she wouldn't be actively "looking" for a relationship, but if she found someone she cared about, she'd be willing to pursue that, and rebuffing her constantly would drive her off more than get her hot. Mentoring a single student and ruling a country never seems to come close to being too much on her plate in the show, so she either hides it well, which is in line with what you'd expect of a good ruler, or a thousand years of experience have taught her to deal with it all. I'd say there's no real obstacle to her finding a relationship - a sort of father figure to match the mother figure she represents. And I was just stating my thoughts, really.
