The only thing we know for certain is at one point, both Luna and Celestia could use the Elements, and at some point after Discord's first defeat, they no longer could. We know Celestia could use them at least up until She banished Nightmare Moon, so I think its reasonable to assume that the spat between the sisters is what finally disconnected them from the elements.
