He looks like he is a diferent species from the rest of the dragons we've seen, who all had wings. Generally in nature, having to be able to fly limits the size of an animal, so that they can lift their ass of the ground. Look at dinosaurs, pterodactyls and the like compared to the sauropods or T-Rex.

He also didn't have anywhere near the horde that the other dragons had, in volume or value. He had a big jug full of crap, and the red dragon from dragonshy had a pile comparable to Twilight's house.
