Well I am not talking about control, We know she can use magic, and brew it up. I am talking about intrinsic magic native to the creature itself. Like the stuff that lets pegasi walk on clouds, or earth ponies do whatever it is they supposedly do magically. Its that innate magic that allows the whole cutie mark thing to work as far as we know, if Zebras don't have any I think it means their marks have to be artificial. Seeing as zebras are actual animals in reality and aren't based on mythological creatures like 2/3rds of the ponies are, and the griffons are, I think its a good bet they have none. If they did, it would probably mean all creatures have innate magic in the setting, and I would think way more animals would manifest cutie mark like stuff if that was the case. The buffalo for instance had nothing.
