I guess they want to flesh out the character and give them a backstory, without realizing that they only work when they're antagonists. I can't speak for their popular except to say they go back longer, and there were whole episodes that revolved around them, instead of a few scenes like Blueblood. Also, Blueblood was more of a foil than an antagonist.

I would say making an antagonist sympathetic is a whole different magnitude than a bitch or otherwise obnoxious character a little more likable.

A lot of the best villains are just one dimensional. No sympathizing. They're just plain bad. I guess the same could be said of bitchy characters. But that type of character just sort of isn't as important to the story, so messing around with the dynamic isn't as big a deal.

I think some of my favorite episodes are the ones where two of the main 6's characters with conflicting personalities are played off each other. "Look Before You Sleep" and "Fall Weather Friends" being a couple of examples. This could absolutely make for a solid episode, imo.
