Okay, here's an update on the EU3 mod:
I've run into a roadbump with factions. Two, in fact.
First: the limitations of the factions are hard coded, so it would be tricky to set it up so you can only arrange royal marriages while you have only a certain ruling party. I would find a fix for this, but there's the problem of...
Second: you can only marry into nations that share a faith with you, and since ponies are Celestial, not Catholic (or even Christian), there is no point in royal marriages as an option. Hence another reason why it might be nice to add an option to convert Equestria to a Catholic country, but I feel like... it makes sense to not allow humans to marry horses.
That being said, I've revamped the Unicorn faction. It no longer has exclusive royal marriages, and instead offers bonuses to legitimacy, infamy reduction, and (new) lower revolt risk + stability cost reduction.
Unicorns are now sort of the ideal "cooldown" faction, that make revolts less likely, and let you improve your global image faster. I feel like this might be a little too generic, though.
One alternative would to be to make Unicorns more about spies. They would just get a big bonus to spy efficiency, like a juicy 30-40%, while the other factions would get a massive -50%, so that spies are only practical while the Unicorns are in power.
