Well, to be fair, the whole thing is a pretty big slap to her face. She'd be well in her rights to cancel a holiday focused around a folklore that she (at least a warped version of her) goes around eating ponies. I'd be pretty put off about it, anyway.

But still, in the end, she rules because she has the personal power to rule. And the ponies have no real reason to revolt anyway, they seem pretty well off in the country. If she did cancel the holiday, it would be mostly forgotten about in a generation or two.

The way I see it, Luna isn't as capable of a leader -- socially, politically, or in any respect -- simply because she's the younger sister, and the older sister has a better grasp on basic duties to rule the kingdom after so many years of experience. Kind, but firm, which is at a level Luna can't quite reach yet out of her own awkwardness and inexperience.
