Read the scene's description. They had a good reason to trim it.

That scene adds nothing to the episode except Rarity. It's just another one-off scene like with Fluttershy or Applejack, making the same exact point.
But Fluttershy's scene taught her to control her voice, and Applejack's scene taught her more about the local ways and started to get her into the spirit of things which was thematically important for the conclusion.

Rarity's scene would have just ended right where they started.

Watching this episode, it seems like Princess Luna, before she was banished to the moon, probably acted like Twilight Sparkle before Celestia sent her to Ponyville--socially retarded, doesn't know what fun is, seemed to have at least a passing interest in studying magic/history. I don't think this is the real justification. Celestia seemed to keep thinking up cleaver ways of keeping the Ponies up at night. Even if it was only for a few days of the year. The summer sun celebration had all the ponies party all night.

Nightmare Night had them go out and have fun with party games of all the things that they found scary. The best way to face your fears is to be around them more and get use to them.

Eventually it stand to reason that the ponies discovered that the night wasn't as bad as they thought it was and more started to stay up later and later.

It is a bit evil to vilify her sister, but banishing the holiday would not have been a good move. It's a celebrated holiday, possibly for almost 1000 years. That wouldn't have been good for her public image.

It's better to make the distinction that Luna is no longer evil and to keep Nightmare moon as a boogyman figure. Not only for young fillies and colts to fear, but as a reminder for Luna to not go down that path again. The first step to repeating history is to forget it.

I think this is great for Luna as well. It gives her a night to interact with her subjects and have fun with them. Time for her to lighten up and become that joyful prankster we started to think up.

But yeah, I got that impression as well. They seem to share some characteristics. But the difference is why they are. Luna was just because she was use to dealing with the populous as a ruler and didn't know how to address them.

I liked the theory that part of why Celestia doesn't use the Royal way of speaking is because she felt that was part of the reason Luna had gone Nightmare Moon. They were so formal with their subjects. So Celestia decided to tone it down to being more of a mother figure then a ruler.

Fluttershy is older than Pinky since she has said so. Rainbowdash and Fluttershy were both at summer flight camp so are likely the same age. Twilight was applying to pony middle school and Rarity was in school at the time making Rarity either a year older or a year younger than Twilight. There is no indication at all of Applejack's relative age. I think the most logical age breakdown is Rainbowdash, Fluttershy, and Rarity all being the same age with Twilight and Pinky younger. Who knows about AJ. Everyone is employed except for Twilight who is doing "advanced studies" so assumedly they are all 19-20 age range which is the high end of the age range that Faust suggested that they are in at some interview a long time ago. Also that would mean that Pinky turns 19 in season 1 which I suppose makes more sense to forget as a birthday than 18.
