Snails' faux-Canadian accent was part of what originally made me dislike him. The drawl, the disaffected tone, the airheaded ditziness of his cadence, the entire thing just set me on edge. I've never watched Johnny Test, so I can't comment on the salience of the comparison, but Snips was infuriating for his whiny, nasal, arrogant tone, high pitch, and speech impediments, at least to me. Put together the two were possibly the main reason I couldn't really enjoy Boast Busters.
The Sea Serpent's voice was fantastic as a flamboyant, ostentatious, camp character. I definitely think that, in terms of achieving what they set out to do, all three voices mentioned did it well - it's just that Snips and Snails seem expressly designed to be irritating, which...isn't all that surprising, given their role as instigators and all-around imbeciles in said episode.

Pushing it further, I like to imagine that Luna's guards have the bat wings because they are all actually Earth Ponies.

A thousand years ago, the Sister's shared a single chapter of guards between them. When Luna became nightmare moon and rose against her sister, only the Earth Pony contingent sided with Nightmare for some reason or another. They turned against other two types of guard, bolstered by Nightmare's magic. With Nightmare Moon's defeat, the Earth Ponies were tossed out of what would become the Sun Guard for good. This is why we never see Earth pony guards in Canterlot. Now Luna alone has the Earth Pony guards, and she still enchants them as she did a thousand years previously, explaining their somewhat crazy appearance, and pegasus like properties.

However, it does mean that the night guards are more likely to abuse their power of flight and stuff, probably pulling pranks and the like on the other guards since they know what they used to be and so feel privileged with their new wings. I think you're confusing "evil" with "unconventional" or "archaic", there.
