To be fair, we don't know a great deal about how ponies behaved in the past. In all of the reflections they depict them as the same as they are now, but I find it hard to believe in a thousand years the way ponies act, their architecture and celebrations were the same as they are now in Equestria.

So with that in mind, it is entirely likely that 1000 years back, Celestia and Luna did rule in that manner. While it was welcomed in the day when everyone is awake though, at night when everyone wishes to speak it probably wouldn't have been as appreciated, so perhaps the ponies of the time were a little spiteful towards Luna because of her keeping them awake at times to make announcements and the like.

While Luna was locked away, though, times changed and Celestia saw them change, and would have had to adapted to connect the most with her subjects. Luna hasn't had the time to learn that, having only been back for a year.
