Interestingly enough, until the 80s, similar standards WERE required for childrens' TV. Before then, it was illegal to have merchandise-driven cartoons aimed at children, under the rationale that it wasn't right for kids to watch what are essentially 30-minute toy commercials. This meant that studios didn't spend a whole lot of money on producing cartoons since they wouldn't be able to get a lot back, which was why American cartoons were so shit in the 60's and 70's. Then Reagan and his lot came in and deregulated the FCC (among other things), allowing studios to make merchandise-driven shows like Transformers, G.I. Joe, and, well, My Little Pony. So I guess that's one dubiously positive thing the Reagan administration brought us.
