Not really, it makes a lot of sense. In the modern day, it lets them all pull together and improves community spirit, which is nice, but back at the start it would have been vital. It was an earth pony settlement, there wouldn't have been many, if any, unicorns, so getting the few they had to do the work would make them reliant on them. If they died, or moved away, and they suddenly had no unicorns, they'd be fucked. For an almost entirely earth pony town, no magic is a very practical rule.
