It's reasonable to assume that when Luna changed into Nightmare Moon, she lost her link to the elements.

And given that Nightmare Moon was banished for a set period of time rather than being encased in stone for eternity (or at least while Celestia still maintained her connection), it seems plausible that Celestia didn't gain control over all of the elements (though it's at least equally likely that she deliberately allowed a way for her sister to return to her).

They'd have to go into it in more detail for this to be any more than conjecture, though.
