I just came up with a theory of why Celestia wanted Twilight to make as much friends as possible before she use the Elements of Harmony: the power is in the numbers. When Celestia use it against NMM, the best she can do is banish her to the moon; the mane cast striped her from her dark magic. When both Luna and Celestia used it against Discord, the best they can do is turn him into stone; the mane cast might separate him into several different beings, who can't reunited together due to their nature (a perfect punishment for a god of discord). The more ponies use them at a perfect HARMONY, the more POWER the Elements of HARMONY will give to them. It's power is INFINATE, but LIMITED to the NUMBER of ponies using them TOGETHER.

Oh, and element of Magic/Friendship isn't a real Element; it's a catalyst that bring the real elements together to form the ULTIMATE POWER.
