I think it's mostly to do with the fact that this is probably a challenge Celestia knows they need to face if they're going to defeat Discord. She must have expected shit to go down and everything to fall apart, maybe she experienced something similar in the past taking him down - so she knows that to make their bonds of friendship strong enough to overpower Discord's immense will, they need to suffer challenges and have them severed, going to the effort of repairing them and learning more about themselves and each other to fix things. They'll come out of it all stronger and closer than ever before and with that, they'll beat Discord.

At least, that's the way I see it being justified.

SlyWit's "Paradise" is the only cosmology fic I can think of that wasn't disrupted by Discord.

Celestia and Luna's argument over the day and night didn't loose Discord because they were the Elements at the time, although Celestia ripped them from Luna's control to send her to the moon.

The reason the CMC's argument broke Discord free was because they're an earthpony, a unicorn, and a pegasus, like the Wikkit Gate opening the Slo-Time Envelope.

Other arguments between friends may have occured in front of his statue over the course of a thousand years, but Discord has been biding his time until the Elements found new hosts, weaker hosts than Celestia and Luna.

Griffons, chimerae, cockatrices, and manticores are all servants of Discord, being made of mismatched animal parts. The same would be true of seaponies.

And this episode makes my epic-length project much easier to write.

I think that was at work in letting out Discord. Note what happens right before his statue starts to crack, in totality: not only are the CMC fighting, creating discord in action, but they're TALKING about discord, THINKING about discord, HEARING about discord from Cheerilee. Discord all up in this bitch.

All this ideation of discord flooded the collective subconscious, the metaspace if you will, and combined to give Discord enough power to break free. And now that he's free, he's self-sustaining: he creates discord, which begets more discord, which all flows back to him and gives him power, because he's the incarnation of a concept, and every time that concept occurs in any way, he gains power from it.

tl;dr Discord is pulling some meta shit.

And it's the same with Celestia and Luna. The mere speaking of their names, the mere thinking of the sun and the moon and day and night, grants them strength. For them, for all gods, belief is power.

The way I see it, the Elements of Harmony and Discord both stand to gain something from each other. I sense the beginnings of a love/hate relationship of sorts.

They say some of the most prosperous times were born of strife, which is born of discord. This is why it would make sense for Discord to hang around and keep starting shit; the ponies need the life lessons that they stand to learn through their interactions with him.

-I was fully expecting Discord to do SOMETHING to incapacitate Celestia; didn't happen. Curios

-Discord's statue was in a non-combative stance. If the sisters froze him in the middle of a pitched battle, you think he'd be in a more dynamic pose.

-Celestia's confrontation with Discord seemed... staged. Too formal, her lines were pedantic and lacking any real sense of peril.

-We're shown no other real signs of chaos in Ponyville, other than to the mane six.

Conclusion - This is a staged training exercise for the Elements Of Harmony. Discord is at worse a willing ally to Celestia and a needed balance in the universe.
