It's not based on Fallout 3. Hell, it's not based on any of them, though a lot of locations are fairly heavy references (Friendship Island, for instance, has a scene that's got a couple bits lifted from Junktown in Fallout 1).

And it fits in just fine with canon, just not the feel of the series. And I didn't say you had to read it for it to make sense, but you're hardly in a position to poke holes in it if you haven't read it.
