I imagine that, what with being an immortal goddess and shit, Celestia pretty much has the power to do whatever the fuck she wants. Since she's basically kindhearted, she's not willing to go all EXTERMINATUS on the non-pony predators, so she put together a two-pronged solution: first, she created the Everfree Forest, which is basically a holding cell for anything that eats ponies. Second, she began genetically manipulating any predatory species that wouldn't stick to the Everfree thousands, perhaps tens of thousands, of years ago. The effects varied from species to species: griffons she shrank, so that an adult female is scarcely larger than a pony (assuming griffons are like hawks, the males are significantly smaller). She also made them extremely aggressive and unco-operative, to ensure that they wouldn't be able to work in large groups. As such, an individual griffon is little threat to ponies, who tend to be social animals. Diamond Dogs had their intelligence reduced through selective breeding, to the point where few are even capable of speech anymore (just Rex, Rover, and Spot out of the entire Ponyville-area tribe, it seems). And dragons, of course, she fucked with to the point where they can't even BREED without a unicorn to hatch the egg for them. As such, they aren't likely to go around consuming the folk on whom they must rely for the propagation of the species, are they?
