The MLP franchise from its very inception, and, yes, including this iteration, is based on a design philosophy that encourages people to create original characters - the malleability and easy customization of the pony archetype makes it easy for anyone to create their own. That's part of why people liked the show back in its earlier generations, and is still part of why people like it now.
The problem that people (us) seem to have with OCs is that we're always judging them based on the worst parts of the fandom - people from Ponychan shipping their grimdark Allicorn with members of the mane cast, etc. Stuff like this is going to be repulsive in any kind of situation, but as is the case with other stuff, we shouldn't judge an idea of enjoyment from the franchise based on other fans' poor decisions.
Some OCs, if designed with the 'more is less' approach can be really cool, and good artists, being creative, are often capable of making some really good ones. The problem is when people with no real business making them decided to create their version of Shadow the Hedgehog as a pony...
