Every p0ny we have seen with a confirmed magic related special talent has had a cutie mark related to the heavens. Twilight Sparkle's mark was explicity stated to mean magic. Its pretty clear any similar mark is going to mean a similar thing. Especially considering Mr. Artists mark is different than twilights, it has a different number of stars. Its a unique mark, but almost the same. His special talent is magic. (its obviously not painting or he would have it as a cutie mark.). He was just doing something he enjoys.

Twilights Mom and dad also had celestial body cutie marks.
