Do you know of a Tom Swiftism? Dialog tags are a tricky business and it's rare that I see someone avoid all the pitfalls.

This one is a Tom Swiftism, where the tags are punctuated with adverbs that distract from the story. It's rare that you should replace the word "said." "Said" is generally invisible to the reader, like a period. It allows the writer to show someone is talking without distracting. If you move away from saids, especially the more you do so, the tags start drawing attention to themselves without necessarily adding a lot of information that is useful for the reader. For example:

>"My HAIR is frozen!" simpered Rarity.

It's unnecessary to add "simpered," because the context of the sentence provides that information. We know it's cold, we know the character of Rarity, and the words themselves are written like someone who is complaining due to Dash's statement a moment ago.

There are two ways to go about it. One is a simple "said Rarity." Another, and my personally prefered method is adding a Beat. A beat is where you take a second to describe something about the character. It could be "Rarity shivered under the chill wind" or "Rarity's teeth chattered through her statement." The benefit of a beat is two birds with one stone. You get to add more of a mental picture for the reader while also showing who is delivering the line. And if there are too many "Xxxx said"s in a row, a beat can vary up the sentence pattern.

Minor gripe, and I'm probably one of the few who'll notice this. But it's fairly blatant exposition that doesn't quite feel natural. Try thinking of a way to deliver the information in a more natural way, if you want to keep it in dialog. Maybe something more like, "C'mon, everypony! Do you want to let the princess down because of a little cold?"

"was suppressing" can be changed to "suppressed." >it was obvious Twilight wasn't going to listen to reason.

The POV seems a bit hard to follow. From some of the word choice at the beginning, I thought it was 3rd omniscient. Example:

The narrator obviously knows information that Twilight does not, getting into the heads of all the ponies. But then, in the first highlighted bit, it's descending into 3rd limited, seeing no more than Twilight can see herself. POV is a very, very tricky subject, though. Decide which you want to go with and stick with it. When 3rd limited, always remember that you cannot see what the POV character does not see.

As he passed Pinkie Pie, he noticed the balloons on her flank. He'd never really paid attention to her cutie mark before. Something in him twitched instinctively, a reflex at that visual.

The colt helped himself to the punch. As usual.
Pokey was something of a party animal. The difference between him and Pinkie, however, was that he didn't organize parties. He just crashed them.
In fact, Pokey had come straight here from a masquerade party on the edge of town. They had great punch there. Strong. Tasted kind of funny. Strong, maybe spiked too.
