The way I see it, dragons are pretty rare, probably as a result of their long lives leading to relatively little breeding, combined with a new (At least, in dragon terms) increase in dragonslaying. Being intelligent creatures who live for a very long time, they're respected as wise and powerful creatures. But also ones with very little patience for people breaking into their homes.

Despite the size, they're probably a dying race, at least in places colonised by ponies. Spike is likely either an orphan, or the fruits of some sort of treaty between ponies and dragons.
