The outline is done already to about 80% of the plot with 7 acts total. The second act is basically the clopfic linked above. Third act is also finished as a fic, but I will probably refine the details of both for the sake of consistency. We're talking about treaties and a delicate ruleset that can be inserted into the flow of the official series.
