So the first time Dash did a Sonic Rainboom, it triggered at least 5 other ponies to spontaneously get their Cutie Marks and would have caused a localized magical disaster if Princess Celestia hadn't been in the right place at the right time.

The explosion itself is quite flat, the second one may not actually have done much damage. The first one was about half a foot off the ground, and was strong enough to crack rocks and completely disintegrate the cloudsdale race course, so Dash should probably be in pony jail for property damage and probably several counts of ponyslaughter by now anyway.

Rarity was pulled to the rock well before the rainboom started, and assuming the actual explosion was entirely visible, twilight went all magical nuclear bomb before it actually hit her, implying it was just a shock that triggered it. Diamonds are shown to be pretty much everywhere, so a rock filled with them doesn't really require additional explanation. Other than that, sure, why not.
