My current favourite theory is that magical ability is inherent, rather than something that grows. Little filly twilight was just as strong as she is now, but that's not very good evidence - what really made it obvious to me was rainbow dash. Those little wings wouldn't reasonably be able to carry her at all, never mind faster than sound, and since Faust has confirmed that it's actually magic that makes pegasi able to fly, it starts to make a lot of sense. You don't get stronger in the ponyverse, you just get better at using what you have - but pure outbursts of power aren't refined at all.

For bonus points, it's also really depressing! These poor ponies have not only their special talents pre-determined, but have an upper cap on how good they can ever be.
