I tried to start out on a tablet and found it extremely difficult. paper lets you be more subtle with less skill. Once you're comfortable on paper feel free to move on to tablet, just make sure you're working in something like 3000x3000 (for small pictures), so you can resize it down for the final product. That makes the digital lines less crappy, because digital lines are almost always crappy and WILL make you feel bad.
