I majored in art for two years and I still don't know how to bullshit art words properly. Having to put up with people asking about the 'emotional intent' of a still life I painted was one of the main reasons I switched to a history major.

But that's not really relevant to your question.

Technical skill is what you get from looking critically at your work and trying to improve it. Since there are so many different styles of articles expression there is no 'one true way to draw', but there definitely is 'the one true way to just phone it in'. Improvement comes when you try to push the bounds of your abilities, and leads to a greater degree of 'technical skill'. Basically it means that you are more comfortable doing more things with more versatility, most often in a way that more competent than how you used to do things.
