They're not, really. Apple Bloom and Applejack were pretty well differentiated all the way back in Bridle Gossip where Apple Bloom was ready to give Zecora a fair chance while her sister was superstitious.

People compare Scoots and Dash because they're both tomboy pegasi, but Aplejack's a tomboy too and she's not the same as Dash. Personality-wise Scootaloo is significantly less self-centered and more considerate and friendly.

Sweetie Belle's personality is probably the biggest departure of all. She's NOTHING like Rarity in attitude. Hell if anything she's closer to Pinkie Pie.
