CRT TVs draws each frame on the screen line by line vertically (scan lines) using an electron beam would hit a phosphorous coating (mixed with color) on the back of the glass, causing it to glow. Each dot is the equivalent of a pixel on monitors.

Interlacing hails from old broadcast TV signals. With this method the screen only draws every other line for one frame, then goes back and draws other lines for the next frame. It works because the glow from each dot would bleed slightly to the surrounding area, just enough to hide the now fading dots from the last frame.

It was done like this because high frequency oscillators and the electronics, including TV, cameras, broadcast equipment, recorders, etc, wold be prohibitively expensive to run at a full 30 FPS. By running at half the frequency, it could be made both affordable and more reliable to manufacture.

The major advantage in progressive scan is the cleaner image you get by drawing the entire frame per pass. You also don't get the "combing" effect you see on fast moving objects as you do with interlaced.

Technically it's the act when you redraw the sketch and make the lines "permanent". If it'd be "regular" art, you draw something with a pencil, with rough lines, then you use a permanent marker or something to draw the lines. Then, you color it. I'm usually just coloring the sketches the way they are, but sometimes I ink them as well and color/shade after that.

Actually, inking traditionally takes longer. A master inker like Scott Willams or Joe Weems can blow through a page, yes, but they've been doing it for years. Danny Miki uses a Cintiq tablet to speed up his work flow. Because with traditional inks, you only get one shot per line. Every mistake means you have to break out the white-out. Pros don't make that many mistakes though, but the lines have to be slower and more deliberate.

But if you know what you're doing, and you set up your work environment properly (be it in Photoshop, Painter, or some of the new and upcoming inking art programs), you can achieve traditional effects with digital and work much faster.
