Priority list is like so:

No, they can use ranged weapons and thrown weapons normally, just two handed melee weapons are -2, and they cannot duel wield. To balance this, they get these bonuses over a human:

You will start out as a clumsy (-8) flyer, and have to make checks when flying normally. As you progress in level, that penalty will turn into a bonus, but starting out you will suck in the air. Also, there will be a strength condition to if you can fly.
And as for the bow thing, it is very easy to hold the wooden base of a bow in an open palm while you are pulling back the string. as such, stick the string (as well a arrow) into the mouth, and start by stepping onto the bow; then using the tension to keep it in place, raise the bow upwards, release your grip from the mouth, and you shoot the arrow. Yes, the bow will go as well, but you can stop it with your hoof.

Or you could just have an item that straps the bow onto your hoof, and two handed melee is just too heavy to use effectively like that.

Huge difference. Stories are different from visual arts. Crafting a good drawing/painting/sculpture/video involves getting the likeness/style/message you want. Crafting a good story involves writing characters, events, and a narrative, all of which turn to complete shit if you're a fan of the material you're writing for and you're not an experienced writer.
