-give them a profession within the world, give them a life that has existed before and will exist beyond your story
-don't load them up with accessories/goggles/satchels/ect. the rest of ponyville gets along just fine without that.
-develop their personality like an actual person. the best way is to generate a list of 10 questions like "who is your hero, what is your goal in life", like bullshit questions you would get on a personality test, and have your character answer them. this will flesh them out as a distinct entity within your mind, and will make writing dialogue for them easier.
-limit their interaction with the mane cast, or at least limit direct interaction.
-make sure they have faults. the more the merrier. This makes them seem more believable. neuroses, stigmas, bigotries, ect.
