Rarity's Cutie mark is Diamonds and in the latest episode she is finding diamonds with her horn. Yet Twilight can mimic it. Now I understand that magic is her special talent but that's a little bit to much.
So my theory is this all unicorns can learns the same spells but if that spell is related to they're cutie mark it's effect is enchanted.
A reason why I believe this is because in Sonic Rainboom Twilight learned the spell to give Rarity wings from a book. A book in a public library from a small village witch would mean it's very common. I doubt that someone would write a book just for a few Unicorns who just happen to be talented with magic.

I think it's more like Unicorns have an extremely difficult time using magic not related to their special talent. For example, Rarity can find gems easily because it relates to her design/fashion talents. But if she tried to pull off, say, the spell that allowed non-Pegasus ponies to walk on clouds, it would take alot of energy and would completely wipe her out.

Twilight said most unicorns only use magic related to their special talents (which actually may have nothing to do with cutie marks, since cutie marks are just 'what makes you special' and can be your personality or in the case of big mac, your physical stature), but I'm not sure Twilight said they're RESTRICTED to magic related to their talents. The fact that twilight didn't know the spell before rarity showed her means you have to actually learn magic, you can't just do it out of the box. Of course some ponies would have a tendency towards certain kinds of magics.

As far as why that book exists, it's possible that twilight had some books imported from canterlot. Or that there was a pony that specialized in transformation magic. Or even if it was another pony whose talent was magic itself, a group of wizards would definitely be writing their spells down in books regardless of who uses them for the sake of academia.

Well, it's pretty simple, actually. We are technologically more advanced, that's without a doubt. And more communicated, that's totally true. Basically, people thinking we are better because we don't have legal slavery or stuff like that, or because they weren't christians, are just using the logical fallacy "progress is always constant in every way, so we are better".
