Well in the show its never really discussed nor is it even hinted that they can't. I would hazard a guess that yes they can but you also have to wonder how magic even works... You look at sonic rainboom and twilight was able to use the spells in the book after reading them. and also noting that some spells are more difficult than others.

Magic is probably like a normal skill. We are all given a basis but only when we practice can we do more and better quality stuff. That's my take on it.

Who knew that a lifetime of reading nonfiction wouldn't prepare her to keep up on the latest fiction and magazines? Who knew books could be so much work?

A loud knocking resonated through the voluminous hollow trunk of the library tree. "Oh, that must be the mailmare," said Twilight, heading toward the door. The mailmare never came in when she delivered the mail, even though the door wasn't locked during library hours.

Twilight opened the door, and as expected, there stood Derpy Hooves. Her left eye looked straight at Twilight, but the other was drifting down and to the right. She had a few packages neatly piled on the doorstep. "And the band played on," she said, smiling, as she gestured to the stack of boxes.

"Thank you, Ms. Hooves," said Twilight, and gestured to the small pile of envelopes next to the door. "Here are today's late notices."

Derpy took the notices, swiftly sorting them into pockets in her mailbag. Then she turned around, and flew away, tilted severely to the left but flying in a perfectly straight line.
