My fanon reasoning with Luna is this: Celestia is letting her run the actual bidness back in Canterlot while the latter takes a break from 1000 years of managing everything by herself to have some fun, which is why we keep seeing Celestia popping up all over the place.

They are drawn to one another, I think they pretty much scrapped the idea shortly after but I always thought that was neat since unicorns were my favorites. In the original series there were also different types of unicorns.
