So, my local Wal-Mart FINALLY stocked the individual figures of ponies, so I picked up my favorite, Pinkie Pie, as I could only afford one.

Problem, as you can see in the pic, is that her hair is a total mess, especially her tail. How do I go about styling it in a way that is closer to the cartoon? I can't use heat or anything, as it would just melt. I don't expect it to look screenshot perfect, but something close would be nice.
